Mauritius tenders to buy 6000 tonnes white rice trade

Mauritius’ state purchasing agency, the State Trading Corporation (STC), has issued an international tender to buy up to 6,000 tonnes of long grain white rice from optional origins.

The island economy purchases rice on the world market after periodic Requests for Quotations (RFQ) attracting a large number of offers.

According to the current RQF posted on its website, STC has sought long grain white rice for delivery in containers for the period covering October 01 to December 31, 2014.

The RQF document further notes that the last date for submitting tenders is September 01, 2014.

Mauritius had previously tendered for 6,000 tonnes of rice on May 26, 2014.

It may be noted that the long grain white rice represents about 20% of the market which is otherwise liberalized and occupied mainly by various luxury or premium varieties.

This process of requesting for global quotations allows the State Trading Corporation to benefit from full market play and obtain better quality products at lower prices than it could previously obtain under annual tenders.

After the STC receives the rice under the RQF, it is sold to wholesalers for retail at a heavily subsidized price that have remained unchanged since July 2006.

The ultimate objective of STC intervening in the bidding process and selling the rice to wholesalers at highly subsidized rates is to ensure that the final consumer gets staple products like rice at a reasonable price.

State Trading Corporation:

The State Trading Corporation (STC) was set up by an Act of Parliament of October 1982 but amended in 1988, to be the trading arm of the Government of Mauritius.

It operates under the aegis of the Minister of Industry, Commerce and Consumer Protection.

The STC has been entrusted with the responsibility of importing certain essential commodities including all petroleum products and Liquefied Petroleum Gas (LPG) traded in Mauritius.

STC also supplies the domestic market with all its requirements in wheat flour and non-basmati rice. Of late, the corporation is also dealing with the import and sale of good quality basmati rice.
